Biographical Statement

Welch is senior lecturer and director of undergraduatestudies in the department of government. Her researchinterests are in the history of political thought (especiallynineteenth-century France), liberalism, and human rights.She is the author of Liberty and Utility: The FrenchIdeologues and the Transformation of Liberalism (1984),and De Tocqueville (2001), and editor of Critical Issuesin Social Theory (with M. Milgate, 1989) and TheCambridge Companion to Tocqueville (2006). Welch hasalso published numerous articles in journals and collectivevolumes and is co-editor of The Tocqueville Review/larevue Tocqueville She is currently working on a book onthe origins of human rights discourse in the nineteenthcentury and on a study of the fate of utilitarianism infrancophone thought.
